
Troy City Council Sues Mayor Over Flock Cameras
The Troy City Council has filed a lawsuit against City Mayor, Carmella Mantello. This is due to the usage of Flock Cameras across the city, license plate readers that have been known to store extra data against residents wills.

Declaration of Emergency
On April 1st, 2026, Mayor Mantello declared a public safety emergency in the city of Troy. According to her, the emergency was declared to ensure continued operation of Flock Cameras around the city.
The day prior, she announced that the City Council did not meet the deadline to vote on renewal, and as such, she needed a way to resolve the contract.
The Council took issue with this because, just hours before the announcement, they had authorized the city auditor to pause payments to Flock until all outstanding issues and concerns with the technology were resolved.
The Lawsuit
On Monday, May 11th, the City Council officially filed a lawsuit against Mayor Mantello. The suit argues that, not only did she abuse her powers by declaring a public safety emergency, but that she improperly authorized a $78,000 payment to Flock behind the city council's back.

The goal of the suit is to declare the mayor's actions unlawful, and as such, nullifying the contract renewal with Flock Cameras.
The council released a statement that states that this act creates a dangerous precedent, which does not follow the checks and balances set in place, and could spiral out of control if left unchecked.
