The new driver will need to know the overview of traffic laws that are required to operate a motor vehicle. This includes knowing the laws of pedestrians in crosswalks and bicyclists who share the road. It is the duty of the motor vehicle operator to always exercise care. This information will have to be known for the pre-license exam. It will be added to the New York State Department of Motor Vehicles instruction handbook.

According to WKBW, Governor Hochul also said that it is very important for the least experienced drivers to receive clear instruction about the laws of bicyclists and pedestrians. They must also prove they understand the laws to gain their driver's license.
