Why Would This Police Officer Beat Up A Woman ? [VIDEO]

This video is disturbing, a California highway patrol officer is under review for his use of what looks to be extreme excessive force. In the video below you can see the officer chase a woman down and attack her.

I can't think of any reason why this man who is considerable larger than this woman, would have to use force like this. This is unacceptable in my opinion, he should be fired.
