Happy Martin Luther King Jr Day, his actual birthday was on January 15th. The holiday bill, which was sponsored by late Massachusetts Senator Ted Kennedy, passed the senate in October of 1983.

The following month, Reagan signed it, establishing the 3rd Monday of every January as Martin Luther King Jr. National Holiday, beginning in 1986.
