There is a proposed 50 Million Dollar Plan to change the way the downtown Albany Sky Line looks. According to Albany.com

A new development organization, Creative Local Upstate Construction Co. (CLUCC), has submitted a $50 million bid for improvements to the Corning Tower at Empire State Plaza, designed to accommodate the growing telecommunications industry in Albany.

The proposal includes a 4 story broadcasting wing that juts out from the south wall of the existing building, a full-service restaurant on the top floor, and updates to the existing broadcast antenna system on the roof of the building.
