Did Drake Steal Hotline Bling From D.R.A.M. ?

With all of the attention being brought to the song a lot of people forgot all about D.R.A.M.'s summer anthem Cha Cha.

D.R.A.M. took to twitter the perfect forum to accuse Drake of stealing his song.

When Hotline Bling was first released it was noted that it was the Cha Cha Remix.

I don't really see that as stealing someone else's song, the lyrics and the music is different. The sad thing about this is D.R.A.M. hasn't came out with anything else so who is he really mad at ?
