Troopers stopped the car for a speeding violation at 3:35 p.m. Driver Francois J. Souna, 30, of Utica was driving on a suspended license, State Police said. Souna had 12 forged credit cards and his passenger Josnel J. Balan, 30, of Brooklyn, had marijuana and an additional 10 forged credit cards, State Police said.
Souna is charged with both felony and misdemeanor possession of a forged instrument, misdemeanor aggravated unlicensed operation and multiple vehicle and traffic violations. Balan is charged with felony possession of a forged instrument and misdemeanor criminal possession of marijuana.

It seems like these two were trying to get arrested. Why would you speed with a suspended license, marijuana in the car and not to mention 22 forged credit cards ? I'm surprised they didn't find more other drugs in the car or maybe a gun.
